The IRS introduced the Offshore Voluntary Disclosure Program in 2009. The aim of the program was to reduce the civil monetary penalties for taxpayers coming forward with unreported offshore accounts. They ensured taxpayers that they would not face Foreign Bank Account Reporting (FBAR) criminal penalties, and were so successful that the IRS created a new Offshore Account Amnesty Program in 2012.
